For bank transfers, the rate isn't where the money goes. On 30 October the interbank dollar closed at Rs 276.75 bid, Business Recorder reported, and Meezan Bank's morning rate sheet bought transferred dollars at Rs 276.55. That's Rs 200 on $1,000.
The cost is in the route the dollars take to get there, and it adds up. Pakistani freelancers earned a record $1.76 billion in FY26, according to State Bank data reported by Profit on 21 July 2026.
Here's what each common route costs when you take rupees, checked on each provider's own pages on 2 November 2026.
| Route | Rate when you get rupees | Fees |
|---|---|---|
| Bank freelancer account (SWIFT wire) | Bank's transfer rate. Meezan: Rs 276.55 on 30 Oct | No conversion fee; banks along the way can deduct wire charges |
| Upwork Direct to Local Bank | Set by Upwork's payment partners, not the mid-market rate | $0.99 per withdrawal |
| Payoneer to a Pakistani bank | Payoneer's rate, with conversion inside the fee | 1.2% to 4% to withdraw; 1% to receive USD from US clients |
| Elevate Pay | Elevate's own rate, shown before you send | $1.50 per PKR withdrawal |
| nsave | nsave's rate, shown in the app | No withdrawal fee listed |
| HandlePay | The Google rate | USD account free for the first year, then $25 a year |

Key takeaways
- Bank transfer rates sit close to interbank. Meezan bought dollars at Rs 276.55 on 30 October against an interbank bid of Rs 276.75.
- Percentage fees cost the most. Payoneer's 1.2% to 4% on $1,000 is Rs 3,300 to Rs 11,100 at that day's rate.
- Cash dollars cost more than transfers: Meezan bought dollar notes at Rs 273.78 the same morning.
- Convert once, in one larger amount, so flat fees stay small.
- Compare every quote with the interbank rate on the day, not with yesterday's rate.
What is the cheapest way to convert dollars to rupees in Pakistan?
Every conversion has two costs. One is the fee you can see. The other is the gap between the rate you get and the interbank rate, which you usually can't see unless you check it yourself.
Banks publish their rates every morning, so their gap is easy to measure. On 30 October, Meezan's telegraphic transfer (TT) buying rate for the dollar was Rs 276.55. The interbank market closed that day at Rs 276.75 bid. The gap is about 0.07%.
Services that don't publish their margin are harder to judge. Upwork says its payment partners set the rate for local bank withdrawals and that it isn't the mid-market rate. Payoneer builds the conversion into its withdrawal fee. Elevate Pay shows you the rupee amount before you confirm. In each case, the number to compare is the rupees that land, divided by the dollars you sent.
How much do you lose converting $1,000?
Here's the working on $1,000, using published fees and the 30 October rates:
- Interbank value: $1,000 × 276.75 = Rs 276,750. This is the benchmark, not a rate you can get.
- Bank transfer rate (Meezan): $1,000 × 276.55 = Rs 276,550. You lose Rs 200, if no bank along the way deducted a wire charge.
- Payoneer withdrawal: a 1.2% to 4% fee leaves $960 to $988. At 276.75, that's Rs 265,680 to Rs 273,429. If a US client paid you by ACH into Payoneer, take another 1% off first.
- Elevate Pay: $1.50 leaves $998.50, converted at Elevate's own rate. Its margin isn't published, so check the rupee amount it shows you.
- Upwork Direct to Local Bank: $0.99 leaves $999.01, converted at a partner rate Upwork says isn't mid-market.
The pattern holds at any amount. A flat fee hurts most on small withdrawals: $1.50 on $50 is 3%. A percentage fee hurts most on large ones: 4% of $5,000 is $200.
We broke down the rate gap itself, on a smaller payment, in why you get fewer rupees than the Google rate.
Is the bank rate or the open market rate better?
The open market and the interbank market are two different prices. Exchange companies quote for cash notes, and newspapers report those quotes each morning. Daily Pakistan put the open market buying rate at Rs 277.50 on 2 November.
That looks better than the bank, but it only applies to dollar notes in your hand. Freelance income arrives as a transfer. Turning a transfer into cash at a bank first costs you the notes spread, which wipes out any open market gain.
If your income lands in a bank account, the bank's transfer rate is the one that counts.
Why does Payoneer cost so much to convert?
Payoneer is still the only payout route for many marketplaces, so plenty of freelancers can't avoid it. You can cut the damage:
- Use the Meezan Bank app's Payoneer link, which shows the rate before you confirm. You can compare it with the day's interbank rate before you tap.
- Move direct clients off Payoneer. A client who can pay US account details by ACH doesn't need it.
We compared Payoneer with Elevate Pay on a full $1,000 payment in Elevate Pay vs Payoneer.
When is the best time to convert dollars to rupees?
A bank freelancer account keeps $5,000 a month or 50% of what you earn in dollars, whichever is higher, under State Bank rules. Anything above that is converted on arrival at the bank's rate. A USD account in an app keeps the whole amount in dollars until you choose to convert.
Either way, two habits help:
- Convert in fewer, larger amounts so flat fees stay a small share.
- Check the interbank rate first. Business Recorder publishes it every working day. If the rupees you're offered are far off it, wait or use another route.
How much you can keep in dollars at each bank is in best bank account for freelancers.
