Elevate Pay vs Payoneer in Pakistan: Which Is Better? (2026)

On a $1,000 client payment, Elevate Pay costs $1.50 in fees and Payoneer $22 to $50. But Payoneer still wins for Fiverr. Here's which one fits how you get paid.

In the Elevate Pay vs Payoneer choice, Elevate Pay is cheaper for direct clients in the US: ACH payments in are free and a PKR withdrawal is a flat $1.50. Payoneer costs more (1% to receive, 1.2% to 4% to withdraw) but it is the only route Fiverr pays into. Most Pakistani freelancers who have both kinds of income keep both.

Pakistani freelancers earned a record $1.76 billion in FY26, according to State Bank data reported by Profit on 21 July 2026. At that scale, a 1% difference in fees is about $17.6 million a year.

Here's how they compare, checked on each provider's own pages on 31 October 2026. We've added HandlePay as a third option, since it does the same job as Elevate Pay for direct clients.

Key takeaways

  • On a $1,000 ACH payment turned into rupees, Elevate Pay's fees come to $1.50 and Payoneer's to $21.88 to $49.60. That's Rs 5,600 to Rs 13,300 more in your pocket with Elevate at the 29 October rate, before either side's exchange rate margin.
  • Payoneer is still the working payout route for Fiverr. Elevate Pay doesn't replace it there.
  • Both can lead to a PRC, which you need for the 0.25% (PSEB registered) or 1% tax rate on export earnings: Payoneer through the Meezan Bank app, Elevate Pay through its partner banks.
  • Payoneer withdrawals to Meezan Bank are real time. Elevate Pay says its PKR payouts normally land the same day.
  • Elevate Pay charges $30 for an incoming wire, so it suits clients who pay by ACH more than clients who wire from outside the US.

Is Elevate Pay better than Payoneer in Pakistan?

For direct US clients, yes. Elevate Pay gives you US account details, charges nothing to receive ACH and $1.50 to withdraw to PKR. Payoneer is better if most of your income comes from Fiverr or other marketplaces it integrates with. The right answer depends on who pays you, not on which app is newer.

The two services are built for different payers.

Elevate Pay gives you a virtual USD account with US account details. A client in the US pays you by ACH, the same way they pay a local contractor. You then withdraw to a Pakistani bank or mobile account.

Payoneer started as a marketplace payout service, and that is still where it is strongest. Fiverr pays into it directly, many platforms integrate with it, and it also gives you receiving details in several currencies. You pay for that reach in fees.

If you invoice clients directly, Elevate Pay costs less. If you sell on Fiverr, you need Payoneer either way.

How much does each cost on a $1,000 payment?

On $1,000 from a US client by ACH, converted to rupees, Elevate Pay charges $1.50 and Payoneer charges $21.88 to $49.60 (1% to receive, then 1.2% to 4% to withdraw). At 276.76 rupees per dollar, that's Rs 276,345 with Elevate against Rs 263,033 to Rs 270,704 with Payoneer, before exchange rate margins.

Here is the working, using each provider's published fees and the interbank rate Business Recorder reported on 29 October 2026:

Payoneer

  1. A US client pays $1,000 into your Payoneer USD receiving account. Fee: 1%, so $10. You have $990.
  2. You withdraw to a Pakistani bank in PKR. Fee: 1.2% to 4%, so $11.88 to $39.60.
  3. You're left with $950.40 to $978.12. At 276.76, that's Rs 263,033 to Rs 270,704.

Elevate Pay

  1. The same client pays $1,000 by ACH. Fee: $0.
  2. You withdraw to PKR. Fee: $1.50 flat.
  3. You're left with $998.50. At 276.76, that's Rs 276,345.

Two caveats keep this fair. First, neither company publishes its exchange rate margin, so the rupees that actually land can be lower on both sides. Elevate Pay shows you the PKR amount before you confirm, which is the number to compare. Second, if your client wires the money instead of using ACH, Elevate Pay charges $30 for the incoming wire, which wipes out most of its lead on a small payment.

The exchange rate often costs more than the fee. We showed how in why you get fewer rupees than the Google rate.

Which is faster to get rupees in Pakistan?

Both are fast once the money is in your account. Payoneer says most withdrawals land the same day and some take up to 2 business days, and withdrawals inside the Meezan Bank app are real time. Elevate Pay says its PKR payouts are normally same day when your details are correct.

The slower part is usually the step before: your client's payment reaching the account. ACH payments take a business day or more depending on how the payer sends them. If you're paid through Upwork's Direct to U.S. Bank method, Upwork says funds arrive in two to five business days.

Two limits worth knowing on Payoneer: its withdrawal page caps bank withdrawals at $5,000 a day and 30 withdrawals a day. If you're paid more than that in one go, plan to withdraw over several days.

Which one gives you a PRC?

Both can. Payoneer withdrawals in the Meezan Bank app come with an electronic PRC for each transaction, according to Meezan. Elevate Pay says its withdrawals are coded as IT services exports (purpose code 9186), and Meezan, NayaPay and Bank Alfalah can issue a PRC on them. Check your bank before you rely on it.

A Proceeds Realization Certificate proves your foreign income came in through the banking system and was converted to rupees. It matters at tax time. With the right PRC, export earnings are taxed at a flat 0.25% if you're registered with PSEB, or 1% if you're not. Without it, your income can fall into the normal tax slabs.

Watch the purpose code. Elevate Pay warns that a payment received as a home remittance can't be changed to code 9186 later. So whichever service you use, ask your bank how it codes the transfer before your first big withdrawal, not after.

Is Elevate Pay or Payoneer better for Fiverr and Upwork?

For Fiverr, Payoneer, because Fiverr pays out through Payoneer and doesn't pay to US account details. For Upwork, either works: Upwork offers Payoneer as a withdrawal method, and its Direct to U.S. Bank method can pay into US account details like Elevate Pay's, as long as the name matches your Upwork profile.

That leaves most freelancers with a simple split:

  • Fiverr income: keep Payoneer.
  • Upwork income: a USD account avoids Payoneer's 1.2% to 4% fee when you take rupees.
  • Direct clients in the US: a USD account with ACH details costs less than Payoneer.
  • Clients outside the US: they'll likely send a SWIFT wire, so compare the incoming wire fee before you share details.

If you want to drop Payoneer entirely, our Payoneer alternative guide goes through every option by who pays you.

Is Elevate Pay safe compared with Payoneer?

Elevate Pay says it is a financial technology company, not a bank, and that funds are held at Merchants Commercial Bank, Member FDIC, with pass-through insurance up to $250,000 subject to conditions. Payoneer has served Pakistan for years and works with Meezan Bank. The bigger risk with either is relying on one account.

Payoneer's help centre lists reasons it may block or close an account, such as details that don't match your documents or holding more than one account, and says it can't share the specific reason for a block. Elevate Pay asks for proof of earnings, proof of address, your CNIC or passport, and a selfie check when you sign up.

Neither is risk free. The practical protection is a second way to get paid, so one locked account doesn't stop your income for weeks.

Is there a third option?

Yes. HandlePay also gives you US account details in your own name, for ACH from US payers and SWIFT from payers anywhere else. Your whole payment stays in dollars until you choose to cash out to any Pakistani bank at the Google rate, within minutes. The USD account is free for the first year, then $25 a year.

US clients pay you by ACH, and clients in the UK, the Gulf or Europe send a SWIFT payment to the same account, so there's no $30 incoming wire charge to plan around. Nothing converts to rupees until you cash out, and when you do, you get the Google rate. Only you can move your money once it lands.

Like Elevate Pay, it doesn't replace Payoneer for Fiverr. For the details a US client needs from you, see how to receive ACH payments in Pakistan.
