There are three ways to keep freelance income in dollars in Pakistan. A bank freelancer account keeps $5,000 a month or 50% of each payment, whichever is higher. Payoneer holds a USD balance but charges 1.2% to 4% to withdraw to rupees. A USD account app keeps your whole payment in dollars until you convert.

Most freelancers who want to keep freelance income in dollars find out the rules the hard way: a payment lands, part of it turns into rupees at the bank's rate, and nobody asked them.

Pakistani freelancers earned a record $1.76 billion in FY26, up 78% on the year before, according to State Bank data reported by Dawn on 21 July 2026. On that scale, a 1% difference in how your dollars are converted is about $17.6 million a year.

Here is how the main options compare, checked on each provider's own pages on 30 October 2026:

OptionHow much stays in dollarsCost to hold, and getting rupees

Key takeaways

  • Under State Bank rules, a bank freelancer account keeps $5,000 a month or half of each payment in dollars, whichever is higher. The bank converts the rest.
  • Dollars kept in a bank freelancer account can be sent abroad, but you can't spend them inside Pakistan in foreign currency.
  • Payoneer holds dollars without a cap. The cost shows up when you withdraw to rupees: 1.2% to 4%.
  • Holding dollars isn't a sure win. The rupee closed at 280.91 on 31 October 2025 and 276.76 on 29 October 2026, so a dollar bought about Rs 4 less a year later.
  • The real benefit is control: you pick when to convert and how much, instead of taking the rate on the day you're paid.

Can you keep your freelance income in dollars in Pakistan?

Yes. Pakistani law lets freelancers hold export earnings in a foreign currency account, and several apps hold USD balances for Pakistani users. What differs is how much stays in dollars, who sets the exchange rate when you convert, and whether your client can pay that account directly from the US.

There are two kinds of place to hold your dollars.

The first is a Pakistani bank. Since 2023, the State Bank's freelancer framework lets banks open an Exporters' Special Foreign Currency Account (ESFCA) next to your rupee account, and they can open it remotely. Meezan, Bank Alfalah, Allied Bank and others offer one, and Zindigi runs a similar setup with JS Bank receiving the SWIFT transfers.

The second is an app with a USD balance: Payoneer, Elevate Pay, nsave or HandlePay. These hold your full balance in dollars. Most also give you US account details, so a US client can pay you the way they pay anyone at home.

How much can freelancers keep in dollars in a Pakistani bank?

$5,000 a month or 50% of the export proceeds, whichever is higher. Earn $3,000 in a month and all of it can stay in dollars. Earn $12,000 and $6,000 stays while the bank converts the other $6,000 to rupees at its own rate. You can ask your branch to lower the limit, not raise it.

Meezan Bank's freelancer FAQ states the rule plainly: "Freelancers can retain USD 5,000 per month or 50 percent of the export proceeds, whichever is higher." Zindigi's page puts the same idea another way: up to $5,000 stays as it is, and half of anything above that.

Three more rules matter once the dollars are in:

  1. You can send them abroad. Meezan says retained funds cover "all personal and work-related payments of the current account nature", through a remittance form at the branch. Meezan also launched a Mastercard FCY debit card for ESFCA holders in January 2025.
  2. You can't spend them at home in dollars. "Usage of retained funds within Pakistan in foreign currency is prohibited," Meezan's FAQ says. To pay for anything locally, you convert first.
  3. Conversion happens at the bank's rate. That rate is usually below the interbank rate you see on Google. We showed what that gap costs in why you get fewer rupees than the Google rate.

Can I keep my money in dollars on Payoneer?

Yes. Payoneer holds a USD balance with no cap on how much stays in dollars. The costs sit at either end: 1% (minimum $1) to receive into a USD receiving account when USD isn't your local currency, $29.95 a year if you receive under $6,000 in 12 months, and 1.2% to 4% to withdraw to a Pakistani bank with conversion.

Payoneer is the default for Fiverr sellers, and for good reason: Fiverr pays out to it directly. As a place to keep dollars, it works. The catch is that most of Payoneer's cost lands at the moment you finally want rupees. Its fees page also lists 0.5% to move money between your own currency balances and up to 3.5% on card payments that involve a conversion.

If Payoneer is your only route, it is worth having a second one. We compared the options by who pays you in our Payoneer alternative guide.

Which apps let you hold dollars in Pakistan?

Elevate Pay, nsave and HandlePay all hold a USD balance and give you US account details for clients to pay. Elevate Pay charges a flat $1.50 per withdrawal. nsave's Standard plan is free and pays 3.2% yearly rewards on USD. HandlePay keeps your whole payment in dollars and cashes out at the Google rate.

How the apps differ:

  • Elevate Pay says you can "receive, hold, and move USD", with zero fees to receive and a flat $1.50 to withdraw to a Pakistani bank or mobile account. It holds funds at Merchants Commercial Bank, an FDIC-insured US bank.
  • nsave gives you free ACH details on its Standard plan and charges a one-time $5.99 to add wire details. It lists 3.2% yearly rewards on your USD balance, paid daily.
  • SadaBiz lets you leave payment-link earnings in USD, but SadaPay's own blog says this "isn't a fully functioning USD bank account". You withdraw to rupees before you can spend.
  • HandlePay gives you US account details in your own name: ACH for clients in the US and SWIFT for clients anywhere else. Your whole payment stays in dollars, with no split, until you cash out to any Pakistani bank at the Google rate.
  • Wise still doesn't give USD account details to people with a Pakistan address, as of its help pages on 30 October 2026.

Is it better to keep money in dollars or rupees?

It depends on what the money is for. Over the past year, the rupee strengthened slightly, so dollars held from October 2025 bought about 1.5% fewer rupees by October 2026. Dollars help most when you pay for things in dollars, save for something priced in dollars, or simply want to choose your own conversion day.

Here is the honest maths on $1,000, using interbank closing rates reported by Business Recorder:

When you convert $1,000Interbank rateIn rupees
Converted on 31 October 2025280.91Rs 280,910
Converted on 29 October 2026276.76Rs 276,760
DifferenceRs 4,150 less for holding

Prices moved the other way. CPI inflation was 10.3% in September 2026, up from 5.8% a year earlier, and the finance ministry expects 9.5% to 10.5% for October. Money left idle in either currency lost buying power this year.

Holding dollars can cost you rupees. Its value is that you decide when and how much to convert:

  • You convert on your schedule. One big conversion at a bad rate costs more than a small spread on many good days.
  • You avoid converting twice. If you pay for software, courses or travel in dollars, turning income into rupees and buying dollars back means paying a spread both ways.
  • You keep a buffer. The rupee hit its lowest level ever in August 2023, as Profit reported at the time. A dollar balance doesn't depend on that repeating, but it covers you if it does.

We covered the wider case in the benefits of a dollar account.

When does converting to rupees make sense?

Convert when you have a rupee bill coming, such as rent, school fees, or family expenses. Keep the rest in dollars only if you'll use it in dollars or want a buffer. Converting a set amount every month at a fair rate usually beats waiting for a better rate that may not come.

A simple rule many freelancers use:

  1. Work out your monthly rupee spend: rent, bills, groceries, family support.
  2. Convert that amount when your payment lands, on a day you can see the rate first.
  3. Leave the rest in dollars. That's your buffer for dollar costs and slow months.
  4. Compare what lands in rupees, not the headline fee. A "free" withdrawal at a weak rate can cost more than a small fee at the Google rate. On $1,000, every 1% gap at today's rate is about Rs 2,770.
